On 05 May 1992, Administrative Order Number 279 was signed by the President of the Republic of the Philippines to effect the Rules and Regulations for the establishment and administration of a provident fund of agencies covered by Section 41 of the General Provisions of Republic Act Number 7180. As stipulated in AO Nr 279, “Provident funds shall be available to employees for emergency needs; for their education or that of their children; for their hospitalization or that of their immediate dependents; for minor but immediate repair of houses; and for other similar purposes to be determined by the Board of Trustees”. Along this line, the GHQ Provident Fund Board was created for the purpose of governing its own provident fund, specifically for effective and efficient administration, management, and operation subject to the approval of the CSAFP on 10 November 2011. Subsequently, on 16 June 2015, GHQ, AFP SOP Number 06 was published to prescribe the policies and procedures on the administration and management of GHQPF in accordance with AO Nr 279.
GHQPFO’s purpose of existence is to manage the GHQ Provident Fund through the Board of Trustees in order to provide supplementary welfare benefits to military and civilian personnel of the AFP. This mandate was published through GHQ, AFP Staff Memorandum Number 01 on 02 May 2016. As a result of the growing demand for its services, the GHQPFO was provisionally activated as Special Staff under the functional supervision of the OJ1 on 14 December 2018. Its office is currently co-located with the AFP Finance Center at Camp General Emilio Aguinaldo in Quezon City.
As a matter of policy, all military personnel and regular Civilian Human Resource (CivHR) assigned or placed on Detached Service (DS) status with any of the unit or office of General Headquarters (GHQ), Unified Commands (UCs) and its Joint Task Forces (JTFs), Armed Forces of the Philippines Wide Service Support Units (AFPWSSUs), and all Technical and Administrative Services (TAS) are considered members of the GHQPF. All qualified borrowers may avail the maximum loanable amount of PhP600,000.00 provided that the following conditions are met:
- The loan amount will be based on the monetized value of the borrower’s Leave Credits; and
- The monthly amortization for the applied loan is within the borrower’s prescribed monthly net take home pay.
- Hospitalization Loans are exempted from the above conditions and shall be based on the remaining Net Take Home Pay of the borrower.
- The borrower must have no existing loan with any other Major Service Provident Fund.
However, all military members with at least one (1) year but less than three (3) years in the service reckoned from the date of Commissionship for regular officer, Call to Active Duty (CAD) for reserved officer, and Enlistment for enlisted personnel, are limited to a maximum loanable amount of PhP100,000.00 with maximum loan amortization period of one (1) year while CivHR members with at least one (1) year but less than three (3) years in the service reckoned from the date of Original Appointment as a regular employee, are limited to a maximum loanable amount of PhP50,000.00 with maximum loan amortization period of one (1) year. Civilian Human Resource (Civ HR) personnel holding teaching plantilla positions, may avail a loan up to a maximum of PhP300,000, with a repayment period of 36 months.
